My fellow Witches and Wizards...
It has taken much effort to gather you all together, given these uncertain times. And so I hope you shall hear me out, and accept the wisdom that may soon bring them to an end.
As you know, our Great Wizarding War was well underway when suddenly we were shocked by the sudden and mysterious Cancellation (and subsequent disappearance) of our once-esteemed leaders, Headmaster Albus Dumbledore and the Dark Lord Voldemort. Our respective organisations have attempted to move forward nevertheless but we have found ourselves at a frustrating impasse, equally matched at every turn. With the future of the Wizarding World at stake, none of us are inclined to abandon the ideals we pursue... yet the followers of both Sides now grow weary of the War, and the popularity of both the Order of the Phoenix and the Death Eaters have reached all-time lows.
And so the remaining leadership from both Sides have conferred with a group of highly impartial Wizards and Witches. And we have agreed: this War must end, and it must end swiftly. As a traditional battlefield victory has become unfeasible, we have instead set up a competition for all the Gobstones, winner takes all. And we have sent you - our best and brightest - to face off in this:

The ORG of the Phoenix shall test your mettle in every way imaginable, but whoever survives until the end of the game to be declared its winner shall also earn the mantle of Prime Minister of Magic, and control over all Witch- and Wizard-kind. Some of you shall surely be looking to purge the Mudbloods from our midst; others would enforce equal rights and 'the power of love'... Either way, the fighting shall end and none shall question the Winner's supreme authority. Either way, the stakes have never been higher.
This is the ultimate magical, social and strategic challenge. Twenty Witches and Wizards forced to work together, reshaping their own society while battling dark foes, low approval ratings, tired Minisers, and each other. You must all learn to adapt or you'll be voted out. In the end only one will remain to claim the Magical Prime Ministership, equipped to resurrect the Wizarding World from the ashes of its former glory howsoever they personally see fit... just like the titular Phoenix.

In order to ensure full impartiality, we had to turn to the Muggle Prime Minister to set the parameters of this competition. Fool that he is, he recommended a format known to Muggles as 'Survivor', and demanded that we hew as close to its rules as possible. So be it.
Each round of the Game shall feature a Challenge based around the Muggle conceptions of our Wizarding World. (Again, our hands were forced in this.) The winners each round shall claim a new form of magical talisman known as Immunity. The losing Side shall then attend a Magical Council where they must vote off one of their own members. You shall need to conspire among yourselves to determine who this shall be, without resorting to any Charms or Curses above a Third-Grade level.
At some stage, the Sides will Merge into one larger Side and the process will continue, except that the Immunity Challenges will become Individual, meaning that their winners will be Immune while everyone else will remain vulnerable. Unlike Tribal Immunity, players with Individual Immunity will still be able to attend and vote at Magical Council alongside their peers. However, no votes may be cast against them.
The last contestants remaining will face a reconstituted Wizengamot, made up of the most recently eliminated contestants. The finalists will be given the opportunity to argue why they deserve to be the winner at a Final Magical Council, which will end in a vote by the Wizengamot. Whomever receives the most votes to win will ultimately be declared the Sole Survivor and crowned the Prime Minister of Magic.

Immunity Challenges will utilise a Non-Live Format. Everyone will be able to play the Challenges at a time of their own choosing, not needing to rely on a Minister being online – just ensure that you can finish before the deadline. Please make sure to carefully read through all the extra details in your Rules thread.
Once the season gets going, each night of events will begin with a reveal of the results for the Immunity Challenge held over the previous 24 hours or so. The losing Side will be given some time to exchange Patronus Missives before attending Magical Council, where they will discuss the Side and the upcoming vote. After Magical Council has concluded, the next Immunity Challenge will be presented in the Hogwarts Grounds, the leaderless school having bowed to all our Ministerial demands. This order of events should become simple enough as you get used to it, but we will keep updating the Round Overview Box at the bottom of the forum with the details each day.
Our aim is to establish a consistent deadline of 8:30pm AEST for the Immunity Challenge deadline. (AEST will be considered 'board time' and is visible in the Quick Response box at the bottom of each thread.) The Challenge results will then be revealed as soon as possible. After a window for Patronus Messaging, Magical Council will begin at 9:15pm AEST, and votes will be considered final at 9:30pm AEST. The new Immunity Challenges should be posted at around about 9:45pm AEDT, depending on how long each vote reveal takes at Tribal Council.

Thankfully, as most seasons of Muggle Survivor do contain twists, The ORG of the Phoenix will include several more magical elements, carefully chosen to enhance the strategic complexity of the game.
We do however promise never to implement a twist without first announcing it to all players still in the game. There will be no instances where one player holds an advantage while other players are unaware of its existence; if something is afoot, you will know about it and have the opportunity to plan around it. Here are the three you should be concerning yourselves with for now:
Pureblood vs Order
This is a necessary concession we had to make, based upon the (inferior) Muggle concept of 'Blood versus Water' and the (unfortunate) reality that you all have loved ones on the other Side of this great War. And while we pray that they shall not lessen your resolve to win and to reshape our society as you know is best, we acknowledge that these relationships may become relevant to how this Game plays out, for better or for worse. We therefore present you with this full list of official pairings, to use however you see fit:

You have had an entire lifetime (and/or three days) in which to confer with your partners via the Floo Network. However, due to regularly scheduled maintenance these networks have now been locked down. You may still view the transcripts of whatever was said there. However, you may not use them again until further notice and may not even interfere by quoting from them or by liking any posts therein.
Note that the charm responsible for your House Point scoreboard will continue to function normally, despite the Network maintenance. As new opportunities to gain House Points present themselves, any House Points earned by you or your partner will be updated there. Anything on your scoreboard is for your eyes only, so if/when you hit 100 Points nobody else will know about it unless you or your partner tell them. Additionally, our technical transportation consultants suspect that earning a Mutual ID Reveal may be the key to repairing your Floo Network...
Owl Post
As in any civilised society, we have set up a system allowing Owl Post between players on different Sides of the War. It shall be delivered with breakfast each morning. Note that you may only send Owl Post to one player each round, that you cannot write to the same player twice in a row, and that you may never send Owl Post to your Pureblood vs Order partner.
Further details of how and when to send missives via the Owl Post shall be set out in the designated thread on yourDiary Journal board.
Switch and Flick
In each round you will be given the opportunity to cast a charm which may protect your Pureblood vs Order partner from elimination. All you need to do is make a post in your confessional before the voting deadline of 9:30pm AEST, stating your choice.
If you choose FLICK, your partner shall be on their own, and - should they be voted out at their Side's Magical Council - could be eliminated from the game for good.
However, if you choose SWITCH the same round that your partner gets voted out, they shall be spared and the new round will begin with both you and your partner switching Sides instead. Note that Ministry regulations will render this Switch Charm ineffective after the first two times it impacts the Game.
Further details of how to work these charms shall be set out in the designated thread on yourDiary Journal board.
Hidden Immunity Items will also be in play throughout the season, but you will have to discover for yourselves where and how they may be found. All the technical details about using these Items are covered in the Rules thread.
Finally, we wish to ensure that the endgame format is known from the start rather than merely opening at the close. Despite some ridiculous Muggle trends otherwise, the Final Four will see a traditional Magical Council with everyone voting, and an elimination Challenge will only occur in the event of a deadlocked tie. One member of the Final Three will win the final Immunity Challenge, gaining safety and the sole vote to eliminate one last player, making them the final member of the Wizengamot (i.e. the Jury). And the Final Two players remaining will then face the full Wizengamot at their Final Magical Council.

We're here to keep you on your toes, but also to help! Do not be afraid to question us about anything and everything, even if you feel we've made a mistake in any part of the administrative process - but also be respectful when we have made a final decision. Our Mugglecaptives sources tell us that Online Reality Games are not without their controversies, but we will all do our best to make the fairest judgments. In return, we beg humbly request that whoever the eventual Magical Prime Minister is to be, they keep all of us on their Ministry payroll.

Second, meet your new Side Buddies! From this moment, you are allowed to send Patronus Missives to anyone on your Side of the War.
Just be sure to include the Omnioculars account in all your communications - see the relevant thread if you are unsure how to do so.
Third, get to know the layout of this Forum and all its sub-boards, from the menus at the top to the episode overview at the bottom.
Right now you are in The Three Broomsticks a neutral meeting place for members of all Sides to visit and read announcements about the game.
The Hogwarts Grounds are empty for now but will soon contain the Challenges set for you each round.
You also have access to your Side Boards. The first location there is your Side HQ; the second is reserved for Magical Councils.
